What is CAS-1?
CAS-1 means Collections Adjudication Standard 1. It is the Quorum decision standard for producing one completed outcome — Proceed, Review, Block, or No Result — with evidence lineage, a registered reason, and the next allowed step. Execution errors remain Run Failure and are reported separately.
Does every live account need a consumer credit bureau report?
Requirements depend on the customer-approved policy, available evidence, and intended workflow. Quorum never fabricates evidence in live mode. Detailed adjudication requirements are provided during diligence and implementation.
How does Quorum handle bureau evidence?
Quorum uses bureau evidence only when the organization is authorized to access it and the approved workflow calls for it. Provider responses retain source and decision context; Quorum does not fabricate a provider result.
Can an incomplete investigation return No Result?
No. CAS-1 permits No Result only after the authorized investigation is complete. Provider, routing, timeout, or persistence failures remain Run Failure and cannot be presented as a substantive outcome.
What does Quorum charge for?
Quorum charges for operator decisions, not raw data. The product is the completed CAS-1 outcome: Proceed, Review, Block, or No Result, with the registered reason, evidence lineage, and next allowed step attached. Run Failure is not billed as a completed decision.
Are third-party provider/API costs included?
No. Provider/API costs are separate. Agencies may use their own approved provider keys, or a separate provider wallet can be scoped during onboarding.
Where do agencies enter provider API keys?
Agencies enter approved provider keys directly in Provider Connections inside their protected Quorum workspace. Guided setup is available during onboarding, but credentials are never sent through the public request form or email.
Who uploads the files and runs the accounts?
The agency does. Quorum is designed for secure self-service operation: authorized users upload a CSV or XLSX, run individual accounts or batches, review exceptions, and export completed decisions from their own workspace. Early agencies may choose guided setup, but routine processing does not require handing files to Quorum.
Does Quorum fabricate provider results?
No. Quorum uses customer-authorized records and approved evidence sources. Provider errors or unavailable evidence are reported as execution or review conditions, never converted into invented positive evidence.
How is trial access approved?
Trial access is available by request. Quorum reviews the use case, evidence sources, and provider readiness before provisioning a protected workspace. Once approved, the agency uploads and runs its own files; setup assistance is optional.
Does Quorum contact consumers?
No. Quorum is a review and classification layer. It does not call, text, email, or perform collection activity.
Is this skip tracing?
No. Skip tracing is a search, and it is paid for finding more. Quorum is a determination: it runs on the providers you already pay for, on your credentials, and answers whether you may act on each contact and which independent sources support it. Locating is an input to that answer, not the product. It does not replace your providers — it runs on top of them.
How is that different from the skip trace vendors we already use?
A skip trace vendor is measured on hit rate, so it is paid more when it returns more. None of them has ever told an agency not to call a number, and none will tell you that three of your providers resell one another's file — that finding costs them the contract. Quorum is paid the same flat amount whether an account clears or is blocked, and whether a contact is found or not.
What is the vendor overlap audit?
A report on your own records showing which of your providers returned evidence the others did not. Providers are grouped by who actually produced the data, so four aggregators reselling one upstream file count as one source however many of them agree. The report names which providers add an independent source, which add only contacts, and which add neither.
Is Quorum a consumer reporting agency?
That characterization is a legal question, and we do not answer it about ourselves. Formal Fair Credit Reporting Act analysis is with outside consumer financial services counsel, and the resulting memorandum is provided under NDA during diligence. In the meantime the compliance architecture page states what the software does and does not do, so your counsel can reach their own conclusion. We would be wary of a vendor who opined on their own regulatory status, and we assume you would too.
Who holds the data licences?
You do. Quorum ships no data of its own and holds no provider licence. You connect your own provider accounts using your own credentials, under your own contracts and your own certification of permissible purpose. There are no hardcoded provider integrations in the production path.
What happens if permissible use is not verified?
The account routes to Review. It is never cleared to Proceed on unverified permissible use. This is a gate in the decision sequence rather than a warning attached to an outcome, and it is not configurable.
Does Quorum share data between its customers?
No consumer data crosses a customer boundary. Where the platform learns across determinations, it records only that two identities are not the same person, carries no consumer data with it, and moves only in the direction of greater caution.
Can we send our vendor security questionnaire?
Yes, and we would rather you sent it before the first call than after the fourth. An information security overview, subprocessor list, retention schedule, and incident response procedure are available on request. The overview discloses that STRUT OS LLC is a single-operator company with no SOC 2 report and no penetration test to date, because a security review establishes those facts anyway and it is better that we say them first.
What records exist if a consumer disputes an account?
Every determination retains the sources consulted, the sources used, and the sources rejected, together with the decision moment and a SHA-256 hash over the evidence it rested on. A determination replays to the original moment rather than merely to the same verdict, so the record shows what was known at the time.
